RESOLUTION NO. 2015-022
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
REDDING COMMENDING RICHARD A. DUVERNAY FOR
OUTSTANDING DEDICATED SERVICE TO THE CITY OF REDDING
WHEREAS, Richard A. Duvernay began his career as City Attorney with the City of Redding on
January 3, 2005; and
WHEREAS, Mr. Duvernay has effectively managed the direction, organization, and operation of the
City Attorney's Office; and
WHEREAS, Mr. Duvernay provided leadership in the City Attorney's Office and was instrumental
in the following:
• Establishing the City of Redding Administrative Hearings Board;
• Developing and presenting training for State -mandated training in the areas of ethics and
sexual harassment;
• Implementing an open-door policy so that the services of the City Attorney's Office are readily
available to City staff;
• Providing timely and accurate legal advice to all City departments;
• Encouraging City departments to seek legal advice at the onset of projects in order to minimize
risk to the City;
• Creating and updating forms of typical contracts used by City departments;
• Drafting and amending many City ordinances, including Title 18, (Zoning Code), and Title 2,
(Administration and Personnel), of the Redding Municipal Code;
• Maintaining the cohesiveness of the City Attorney's Office during lean budgetary years so that
City departments would continue to receive outstanding legal services, with Mr. Duvernay
volunteering to forego scheduled personal salary increases; and
WHEREAS, Mr. Duvernay was active in the community, being named Rotarian of the Year by
Redding West Rotary in 2009; and
WHEREAS, under Mr. Duvernay's leadership, the City Attorney's Office was named Department of
the Year by the Redding Employees' Association in 2011; and ,
WHEREAS, Richard A. Duvernay has performed his duties with pride, integrity, and accountability,
always looking out for the welfare of the organization.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Redding hereby
expresses its deep appreciation to Richard A. Duvernay for his dedication and the many contributions he has
made to the City of Redding and its citizens, and wishes him future success and happiness as he retires from
public service.
I HEREBY CERTIFY that the foregoing resolution was introduced and read at a regular meeting of
the Redding City Council of the City of Redding on the 7`h day of April 2015, and was duly adopted at said
meeting by the following vote:
AYES: Council Members - Cadd, Schreder, Weaver, and Sullivan
NOES: Council Members - None
ABSTAIN: Council Members - None
ABSENT: Council Members - McArthur
