RESOLUTION NO. 2014-094
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
ADOPTING THE CITY OF REDDING EMERGENCY OPERATIONS PLAN
WHEREAS, the California Emergency Services Act (Chapter 7 of Division 1 of Title 2 of the
Government Code), hereafter referred to as "the Act," provides the legal framework for conducting
emergency operations; and
WHEREAS, Section 8568 of the Act states that "The State Emergency Plan shall be in effect in
each political subdivision of the state, and the governing body of each political subdivision shall take such
action as may be necessary to carry out the provisions thereof;" and
WHEREAS, local emergency operations plans are, therefore, considered to be extensions of the
California Emergency Operations Plan; and
WHEREAS, Redding Municipal Code Chapter 9.12 (Emergency Organization and Functions)
requires the Director of Emergency Services for the City of Redding to be responsible for the development
of an Emergency Operations Plan for the City of Redding; and
WHEREAS, Chapter 1 of Division 2 of Title 19 of the California Code of Regulations establishes
the Standardized Emergency Management System (SEMS) as the recognized emergency management
system for government response to emergency situations; and
WHEREAS, the City of Redding Emergency Operations Plan complies with the SEMS
regulations; and
WHEREAS, the City of Redding Emergency Operations Plan establishes the emergency
organization, assigns tasks, specific policies and general procedures, and provides for coordination of
planning efforts of the various emergency staff to respond to disasters; and
WHEREAS, the plan has been reviewed as required by the California Environmental Quality Act
(CEQA) and has been found to be satisfactorily exempt under Section 15061(b)(3) of the CEQA
guidelines;
THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL:
1. Adopts the City of Redding Emergency Operations Plan, a copy of which is on file with the City
Clerk and incorporated herein by reference.
2. Encourages all Redding City officials, employees and citizens, individually and collectively, to do Q�
their share in the total emergency efforts of the City of Redding, in concert with the Emergency
Operations Plan, in responding to emergency situations. �!

I HEREBY CERTIFY the foregoing resolution was introduced, read and adopted at a regular
meeting of the City Council on the 16th day of September, 2014, by the following vote:
